PayPal ExpressCheckout Missing Amount

I'm having an issue with passing the VALUE to my SetExpressCheckout method in PayPal.

<input type=hidden name=SIGNATURE value=#signature#>

<input name=PAYMENTREQUEST_0_AMT value=19.95>
<input type=hidden name=RETURNURL value=http://localhost:8500/membership/PayPalConfirm.com>

<input type=submit name=METHOD value=SetExpressCheckout>

The simple form above returns a TOKEN. I take that token and go to:
https://www.sandbox.paypal.com/cgi-bin/webscr?cmd=_express-checkout&token="returned token"

which yields this:

Jules Gravinese's Gravatar It should not matter, but try putting your values in quotes. Like so:
{input type='hidden' name='USER' value='#username#'}
